To ask the Chancellor of the Duchy of Lancaster with reference to his evidence to the House of Lords Select Committee on Communications on 5 November 2008, question 568, what his definition of a substantial announcement is.

I would define a substantial announcement as one which should be brought to the House first either via an oral or a written ministerial statement.
