To ask the Secretary of State for Northern Ireland what percentage of prisoners in Northern Ireland are fine defaulters.

On any given day around 2 per cent. of prisoners are in prison for fine default. In the past year, 28 per cent. of all prison receptions were for fine default.

In July my right hon. Friend Mr. Hanson and I published a set of wide-ranging proposals to improve the enforcement of fines.
