Refurbishment, repair and redecoration costs for 2 Marsham street over the past two years were not met directly as this responsibility was allocated to the supplier under the PFI contract for its design, construction and operation on behalf of the Department. These costs are therefore covered by the annual PFI charge and are not held by the Department.
