To ask the Secretary of State for International Development on what occasions bilateral aid has been reduced or interrupted because (a) a partner government had moved significantly away from agreed poverty reduction outcomes, (b) a partner government was in significant violation of human rights or other international obligations and (c) there had been a significant breakdown in partner government financial management and accountability since March 2005.
