The methodology is set out in the Department's guidance on evaluating the extent of rough sleeping which has been developed in conjunction with the voluntary sector. An estimate of the number of rough sleepers in England is published each September based on the results of local authority street counts. The methodology has been consistently applied over the last 10 years.
