To ask the Secretary of State for Foreign and Commonwealth Affairs when the rules governing the award of foreign honours, decorations and medals were last reviewed.

The rules governing the award of foreign honours, decorations and medals have been reviewed and revised on a number of occasions over the last 150 years, and were last discussed early in 2007.

"Early in 2007?" No twice, in February 2007 to again reject our request to wear the PJM formally, and later when the HD Committee decided, it is believed, to save the BHC and a member of the Royal Family who was attending the Merderka celebrations from embarrassment, to allow its wear from the 15th August to the 7th September. Those not attending, ie, most of us, were not and are still not allowed to wear it, well officially, according to the HDC anyway; although I do vide the London Gazette of 1968 and JSP761 ignoring what after all are departmental rules some of which were contrived to preclude the PJM from being worn. I believe some of the advisers giving her these answers, are misleading this Minister.

The question was asked when the rules were last reviewed and the answer from Meg Munn MP as she well knows is pure fudge.
On 21st. November, 2005, Jack Straw MP deposited in the House Library the reviewed rules on the awards of foreign decorations and medals. It was in these rules that the first time the double medalling rule was recorded.

These rules, like the previous Regulations, stated quite clearly that whether a British subject was given restricted or unrestricted wear of a medal, they would be informed by the Queen's Private Secretary in writing. I have requested this information from the office of the Queen's Private Secretary on three occasions but have not been answered once.
Again I ask Meg Munn MP what are you hiding and why?

Meg Munn, pray tell us are all these 176 members of Parliament who signed this Early Day Motion EDM 356

That this House welcomes the decision by Her Majesty The Queen to allow veterans of the Malaysian campaign between 1957 and 1966 to accept the Pinjat Jasa Malaysia (PJM) Medal; is concerned that the Inter-Departmental Committee on the Grant of Honours, Decorations and Medals decided to advise Her Majesty not to grant permission for Malaysian veterans to wear the PJM on public occasions; and calls upon the Government to make representations to the Committee to overturn this decision.
