To ask the Secretary of State for Health what plans he has to establish a constitution for the NHS.

As I announced on 4 July, in the ministerial statement, Hansard, column 961, and as outlined in the interim report of the NHS Next Stage Review, published in October 2007, the Government are considering the case for a new national health service constitution to enshrine the principles and values of the NHS and increase local accountability to patients and the public. As part of this we are engaging extensively with patients, staff and the public.
