To ask the Secretary of State for Communities and Local Government whether the new burdens doctrine contained in the central-local concordat over-rides the polluter pays principle.

When developing policies, Government consider the polluter pays principle. In introducing new policies Government are committed to ensuring the net new burdens it places on local government are fully funded—so no additional pressure is placed on council tax.
