To ask the Secretary of State for Justice how many fines were issued to registered vehicle owners for failing to comply with the statutory off-road notification declaration in (a) 2003-04, (b) 2004-05, (c) 2005-06 and (d) 2006-07.

Prosecution procedures for statutory off-road notifications changed in 2004 from a criminal to a civil process.
