Primary care trusts and local authorities continue to have a duty to work together locally, in collaboration with other partners and individuals, to provide high quality health and social care services that both meet the needs of their local population and make the best use of the very considerable public investment we have made in health and social care provision in recent years.

Does the question mean "the local NHS trust is charging us for treatments; what are you going to do about it?"?
Does the answer mean "Nothing. fight it out between yourselves, we need the money for MP's expenses, Trident, Tony's trips etc." ?
