To ask the Secretary of State for Transport what discussions his Department has had with the Department for Environment, Food and Rural Affairs on the environmental impact of the Aviation White Paper's proposal on expanding Heathrow airport; and if he will make a statement.

We maintain a close working relationship with the Department for Environment, Food and Rural Affairs (DEFRA), at both official and ministerial level, on the programme of work to review further development of Heathrow. Officials from DEFRA participated in the technical panel work on air quality which reported last July, and our respective officials have had a number of discussions since on the environmental issues.

What about the EU commisions ability to impose criminal penaltys on polluters when any gov likes it or not or does that not come into it.
