asked Her Majesty's Government:

What progress they have made since October 2006 in addressing breaches of individual harmony guidelines across the services.

I refer the noble Lord to the Answer I gave him on 18 September 2006 (Hansard, col. WA 9). In all cases, the measures take some time to have a measurable effect on average rates of individual harmony breaches, although they have direct benefits for particular individuals; therefore, there has not yet been a significant change to the position since October 2006.
