To ask the Secretary of State for Foreign and Commonwealth Affairs what representation his Department had at the NATO forum on energy security technology held in Prague on 22 to 24 February; and if he will place in the Library copies of all presentations made which were relevant to United Kingdom energy security.

Officials from the Foreign and Commonwealth Office (FCO), Ministry of Defence and the Home Office attended this conference, which was supported by the NATO Programme for Security through Science. Government officials did not make any presentations and the presentations made at the conference were not specific to the UK.

Further information about the NATO Forum on Energy Security Technology can be found at the event's website, www.energy-security.org. FCO officials are in contact with the conference organisers to discuss possible arrangements for access to presentations made at the conference, which are password protected and only available to conference participants. My officials will write to the hon. Member when the conference organisers have been able to establish whether speakers are happy for their presentations to be shared more widely and how this can best be done.

The international views on energy security would be helpful to know in advance of the upcoming G8 summit in Russia. It seems the FCO officials have been unsuccessful in persuading NATO to release them, because the conference presentations are still password protected (16 May). See http://www.energy-security.org/downloads.php.

The international papers on energy-security are still password protected. Surely NATO isn't denying the UK access to the papers.

Secretary of State

Secretary of State was originally the title given to the two officials who conducted the Royal Correspondence under Elizabeth I. Now it is the title held by some of the more important Government Ministers, for example the Secretary of State for Foreign Affairs.
