asked Her Majesty's Government:

Whether they have made an assessment of the extent to which new markets are being sought for the sale of cigarettes to adults where there was previously no market.

To the best of my knowledge, the Government have not made any recent assessment of the extent to which new markets are being sought for the sale off cigarettes to adults where there was previously no market. However, the Department for International Development has recently initiated support to an international research programme on tobacco and development and in time will be able to provide evidence on this issue.
