It is not possible to provide the figures in the format requested, as there are currently no new proposals to close any railway lines.

Closing a railway (in the sense of the Railways Act 1993 closures process) which carries services which people actually use is almost impossible. Cutting services in a way which to all intents and purposes amounts to a closure is not, but the closures process in the Act protects the route for a time to allow reintroduction. Taking "closed" in the formal sense of the Act I would think the answer to this question will be (a) none and (b) none. But there will probably be some cuts, and there will certainly be some new services too.
