To ask the Secretary of State for Foreign and Commonwealth Affairs if he will make representations to the Iraqi Government to urge them to sign up to the Ottawa Convention; and if he will make a statement.

The United Kingdom is strongly committed to the Ottawa Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-Personnel Mines and on their Destruction (the Mine Ban Treaty"). The UK was among the first states to sign and ratify the Convention, which entered into force on 1 March 1999, and is proud of its record with respect to implementation of the Convention. To be fully effective, the ban on anti-personnel landmines must be universal. The United Kingdom urges all states that have not signed the Convention to do so as soon as possible.
