To ask the Secretary of State for Transport if he will make a statement on increases in rail fares for 2005–06; and what action he plans to take to invest in the rail network and improve services.

Following the Strategic Rail Authority Fares Review in 2003 we announced that regulated fares would in future rise by RPI plus 1 per cent. from January 2004. This would help redress the balance of funding between the taxpayer and the fare payer. Increases in unregulated fares are a commercial matter for the train operating companies.

Secretary of State was originally the title given to the two officials who conducted the Royal Correspondence under Elizabeth I. Now it is the title held by some of the more important Government Ministers, for example the Secretary of State for Foreign Affairs.
