To ask the Secretary of State for Transport what proportion of congestion on local authority roads in each year since 2000 was caused by (a) street works carried out by utilities and (b) street works carried out by or on behalf of highway authorities.

The Department does not hold figures centrally for the proportion of congestion caused by utility and highway authority works respectively on local authority roads.
