To ask the Secretary of State for the Home Department if he will make a statement on the effectiveness of totting procedures for motoring offences.

The penalty points system acts as a reminder to drivers that they risk losing their licences if they persist in offending and plays an important part in our overall enforcement strategy. For the majority of drivers, the threat of disqualification through accumulating the appropriate number of penalty points acts to encourage compliance with the law.
