Which special advisers were outside the pay band structure in (a) 1999–2000; (b) 2000–01; and (c) 2001–02.

On 1 April 1999, 1 April 2000 and 1 April 2001 there were three special advisers outside the pay band structure. They were Alastair Campbell, Jonathan Powell and Keith Hellawell.
