The right hon. Gentleman is spot on. There is a real worry that if we do not get this right, we will be creating a postcode lottery. The Communities and Local Government Committee and the Work and Pensions Committee published a unanimous joint report on 1 May in which they made three recommendations to complement the Government’s proposals. For the sake of timeliness, I will not outline them. I sense from Mr Betts, who chairs the Communities and Local Government Committee, that we know the answer.

The work by Government and by Parliament’s Select Committees provides the foundation stone for a new long-term funding framework in which housing associations, charities and social enterprises can invest and take up the significant amount of funding that the Government have made available over the past five years.
