If that had happened in Staffordshire we would have been lumbered with a Staffordshire-wide PCT because the county council was determined from the start to be completely undemocratic and perverse and to ignore not only the population in Staffordshire, but its own elected councillors and post-holders.

Charlotte, what are you on about? The County Council didn't ignore its elected members at all. The Labour members who control Staffordshire County Council actually voted for the county-wide option despite it not being backed by anyone else in Staffordshire. It was opposed by the Conservatives on Staffordshire County Council. Fancy slating your own colleagues!
