I congratulate the hon. Gentleman on securing this debate. Does he agree that that point may be a disincentive to people whose first language is Welsh who are considering starting a business—an obstacle in the way of some who wish to form a new small business, particularly in the communities to which he referred where Welsh is the primary medium of communication?
