My concern is that planning for buildings around towns and planning for mast locations require very different expertise.
For example, the current system requires no planning if the mast is less than 15meters high. 15 Meters often places the mast level with residents' bedroom windows....which is just about as dangerous as possible.
Would it be possible to have a "mast planning division" in local authorities, which employs the services of someone trained in the industry and yet who can stand up to the omnipotent mobile companies both intellectually and authoritatively...and is not bribable...and that part of the process would include full open negotiation with the local residents.
