The criteria used by the expert panel for assessing local action group strategic bids are as follows.

Scoring CriteriaEvaluation Criteria
1. Description of overall bidShould outline the number and nature of projects
2. Meets National OutcomesLocal Action Group should outline why it believes the activity will meet the National Outcomes
3 Contribution to LEADER outcomesLocal Action Group should outline contribution to local outcomes, what changes it wants to see as a result of the funding and any innovative element
4 Evaluation Does the bid show how project will be evaluated/what indicators will be used to measure outcome
5 Area and population coveredDetails of area and population covered by bid
6 Needs assessmentIs current area broadband status outlined, how will provision be enhanced. This should include any liaison with wider public bodies
7. Any displacement effect Are there pre-existing schemes or others planned -how will this bid add value
8. Technical input to the bid Assessment of the technical quality of the bid
9. Creative bid – technology Have innovative technological solutions for LEADER area been considered
10. Delivery mechanism and timescaleLocal Action Group should describe the projects to be delivered and in what timescale. To be as specific as possible about who will complete work, timescale and evidence from delivery agents to support.
11. Impact on jobs and businesses in areaOutline of jobs created or impact on economic development if successful
12 Additional supporting information The extent to which effort made to back up the bid and assess reasonableness of costs including any procurement issue
