I am advised that there is a £30 million fund for that work. I might be wrong, but my guess is that the issues will be about not only money but availability of skills and materials and so on. Those are some of the practical challenges that we will all face when we make some of the big changes that require to be made. I know from my experience of developing the existing climate change plan that the rapid acceleration of change that people might wish to see can be stymied not so much because of money but because of being physically unable to do some of the work that is necessary.
