Given what the member has just said and the Government’s amendment, which

“notes the Scottish Court Service’s belief that the proposals will support a future court structure fit for the 21st century”,

why should any member accept the arguments that his party is putting forward about budgetary constraints as anything other than a complete red herring that is designed to divert attention from the real impact of the proposals?
