Does Mr Tosh concede that building new roads-as was proved in London in the case of the M25-simply creates more traffic? That is a fundamental environmental perception. Study after study has shown that building more roads does not cut traffic; it creates more traffic. All that happens is that the same trouble is encountered further down the line.
Secondly, does Mr Tosh concede that improvements in rail services to the Borders, for example as a result of opening up the old railway line to Galashiels, would solve the problem in a much better way than building more roads through the Borders?
