Health boards are responsible for the planning and delivery of safe, quality healthcare services on behalf of their local population. There are established procedures for handling proposals for changes to the delivery of local services, including engagement with local communities and Llais. Boards will need to make some difficult decisions for the future.

The single person discount reduces council tax bills for 0.5 million households in Wales and is an important source of support for many people who may be struggling. There are no plans to reduce or remove this discount.
