(Translated) Will the Cabinet Secretary make a statement on the Welsh Government's commitment to mainstreaming equality in the public sector?

Under the Equality Act 2010, regulations were introduced in 2011 to help public bodies in Wales better fulfil the public sector equality duty. The specific duty on undertaking Equality impact assessments has significantly supported mainstreaming and improved decision making by ensuring equality and fairness are considered early in the process.

Youth work has great potential to enrich the lives of young people in Wales, whether it’s through the experiences it opens up for them or the support it offers. In addition to core funding from the Welsh Government to support the delivery of youth support services through the revenue settlement grant, we have provided an annual £2.756 million youth work strategy support grant to the statutory youth work sector. Cardiff’s allocation of this funding in 2016/17 was £313,134.

(Translated) Will the Cabinet Secretary make a statement on local authority support for the third sector?

Photo of Carl Sargeant Carl Sargeant Labour

All sectors must work together to ensure the well-being of communities. I have provided £4.4 million of funding this year for Third Sector Support Wales to work with partners, including local authorities, to ensure support is available to local third sector organisations. This includes help for good governance, volunteering and fundraising.

Cabinet

The cabinet is the group of twenty or so (and no more than 22) senior government ministers who are responsible for running the departments of state and deciding government policy.

It is chaired by the prime minister.

The cabinet is bound by collective responsibility, which means that all its members must abide by and defend the decisions it takes, despite any private doubts that they might have.

Cabinet ministers are appointed by the prime minister and chosen from MPs or peers of the governing party.

However, during periods of national emergency, or when no single party gains a large enough majority to govern alone, coalition governments have been formed with cabinets containing members from more than one political party.

War cabinets have sometimes been formed with a much smaller membership than the full cabinet.

From time to time the prime minister will reorganise the cabinet in order to bring in new members, or to move existing members around. This reorganisation is known as a cabinet re-shuffle.

The cabinet normally meets once a week in the cabinet room at Downing Street.

Welsh Language

The language of Wales spoken by around 25% of the population. It is an Indo-European language and belongs to the Celtic group. It was made "offical" in Wales by the Welsh Language Act 1993. It is known in Welsh as Cymraeg.

Minister

Ministers make up the Government and almost all are members of the House of Lords or the House of Commons. There are three main types of Minister. Departmental Ministers are in charge of Government Departments. The Government is divided into different Departments which have responsibilities for different areas. For example the Treasury is in charge of Government spending. Departmental Ministers in the Cabinet are generally called 'Secretary of State' but some have special titles such as Chancellor of the Exchequer. Ministers of State and Junior Ministers assist the ministers in charge of the department. They normally have responsibility for a particular area within the department and are sometimes given a title that reflects this - for example Minister of Transport.
