Keir Starmer: To ask the Secretary of State for Transport, for what reasons HS2 Ltd plans to commence utility diversion and other advance works on construction compounds in July 2016 in advance of the likely date of Royal Assent for the High Speed Rail (London - West Midlands) Bill.
Keir Starmer: To ask the Secretary of State for Transport, what increase there has been in the mitigation and compensation budget of High Speed 2 as a result of the greater impact of AP3 construction works on Camden residents and businesses in (a) intensity, (b) length of construction period and (c) need for temporary rehousing and secondary glazing.
Keir Starmer: To ask the Secretary of State for Transport, how many applications have been made in each community forum area in Camden under the (a) Exceptional Hardship and (b) Need to Sell schemes of High Speed 2; and what the outcome of each such application has been.
Keir Starmer: To ask the Secretary of State for Transport, what compensation HS2 Ltd has to pay to rail franchise holders for the track possessions required to bring High Speed 2 to Euston; and what effect the provisions made in the AP3 Environmental Statement have had on this figure.
Keir Starmer: To ask the Secretary of State for Transport, if he will ensure that public land required by HS2 Ltd only during the construction phase will be returned to the relevant local authority for reprovison for community facilities.
Keir Starmer: To ask the Secretary of State for Transport, when funds will be made available to enable the eastern section of the station at Euston to be redeveloped; and if he will ensure that this is developed as a level-deck station with platforms at the same levels as those for High Speed 2.
Keir Starmer: You have mentioned the adverse consequences and the number of families in the pilot, some years ago, who disappeared off the radar. How does this compare with supported returns—family support in the return programme—in terms of achieving the Government’s aim?
Keir Starmer: It is targeted and intelligence-led.
Peter Bone: We will go back to Keir Starmer, but I would like to hear from the other two witnesses as well.
Keir Starmer: Yes, please.
Keir Starmer: Thank you. I have a similar question in relation to the proposal on appeals, which is “remove first, appeal later”. Can you think of any examples where it is in the best interests of the child to remove first and appeal later?
Keir Starmer: To ask the Secretary of State for Transport, for what reasons the objection in the Euston Area Plan on prioritising local people's needs adopted by the London Borough of Camden, the Mayor of London and Transport for London in January 2015 is not referred to in the Supplementary Environmental Statement for High Speed 2.
Keir Starmer: To ask the Secretary of State for Transport, if he will make provision for additional compensation schemes for people in (a) the London Borough of Camden and (b) other parts of London, supplementary to the existing High Speed 2 compensation scheme and similar to the additional support provided to people in rural areas affected by that project.
Keir Starmer: To ask the Secretary of State for Transport, what his policy is on the proposed Crossrail 2 project; and what assessment he has made of the relationship between that project and the successful completion of work on High Speed 2 at Euston Station.
Keir Starmer: Liberty has suggested that in the period April to June 2015, 39% of immigration appeals were allowed at the first-tier tribunal. Does that chime with your experience?
Peter Bone: ..., do not be surprised if the Minister asks questions, because he can at this session. It is helpful if you speak into the microphone, because the acoustics are not always so good in this room. Mr Starmer, do you want to start?
Keir Starmer: But it is just tough on them. We made the wrong decision, and though they have a piece of paper that means they would win on appeal, it is just tough. That is the effect of the Bill.
