Jeff Smith: To ask the Secretary of State for Health, how many mental health workers are attached to GP practices in England.
Jeff Smith: My hon. Friend is making an excellent speech. When I talk to members of the Greater Manchester police force, they mention the large number of incidents involving people with mental health issues. As a result of cuts in mental health services, we in Greater Manchester have lost more than 1,850 police officers since 2010. That is a cut of 23%. I think my hon. Friend mentioned a 25% cut, and...
Jeff Smith: I rise to present petitions on behalf of the residents of Manchester, Withington, in the same terms as my hon. Friend the Member for Worsley and Eccles South. The Petition of the Residents of Manchester, Withington. [P001774]
Jeff Smith: I beg to ask leave to withdraw the amendment.
Jeff Smith: To ask the Secretary of State for Culture, Media and Sport, what assessment she has made of the effect on consumers of the practice by certain mobile phone companies of enforcing a two-week wait before customers can receive their unlock codes in order to change provider.
Jeff Smith: Nearly 2 million people signed up to vote in the European Union referendum earlier this year. It is surely right that constituencies are based on the actual electorate who want to vote, so is the Prime Minister not concerned that the boundary review is going ahead next week without including those 2 million voters?
Jeff Smith: To ask the Secretary of State for Education, what steps she is taking to ensure that academics in the UK will be able to continue collaborating with academics in universities in EU member states after the UK leaves the EU.
Jeff Smith: What assessment he has made of the potential effect of the decision to leave the EU on the protection of human rights.

Jeff Smith: What steps the Government plan to take to ensure that the devolution of business rates does not adversely affect deprived areas.
Jeff Smith: I agree with the Secretary of State that, as he said earlier, no council should lose out, so there will need to be some system of top-ups and tariffs. We also need to use the opportunity to incentivise areas to promote growth. How will the Government ensure that this does not become just an administrative exercise that leads to another complicated local government funding formula by another name?
Jeff Smith: To ask the Secretary of State for Education, what steps she is taking to ensure that non-religious worldviews form part of the religious education curriculum.

Jeff Smith: What recent discussions he has had with the Chinese Government on the promotion of human rights in that country.
Jeff Smith: Following the UK’s withdrawal from the EU, we will need to develop a new set of trading relationships with China. What reassurances can the Minister give me that that process will not diminish our ability or our resolve to publicly condemn the Chinese Government for human rights abuses?
Jeff Smith: Recent NHS figures show that 142 people per 100,000 in Manchester die prematurely from cardiovascular diseases. Someone is more likely to die prematurely from a heart attack or a stroke in Manchester than anywhere else in the country. May we have a debate on how to address high rates of cardiovascular disease in cities such as Manchester?
Jeff Smith: The Government decided against using DEFRA funding to implement a clean air zone in Manchester. Greater Manchester is expected to miss our 2020 air quality targets, because of the high levels of nitrogen dioxide and particulate matter caused by road transport. Will the Government look again at a scrappage scheme for older vehicles and at incentives to encourage the use of hybrid and electric cars?
Jeff Smith: It is a great pleasure to serve under you as Chair, Ms Ryan. I congratulate my hon. Friend the Member for Wythenshawe and Sale East (Mike Kane) on securing this debate and also on the way he comprehensively set out the context in the education landscape. It was an excellent introduction. I want to make a few short remarks about the process and scope of the area review, and about the effect...
