“all party group”

Parliament has a number of all-party subject groups concerned with a wide variety of subjects. Membership of these groups is drawn from backbench members of all political parties in the House and they provide an opportunity for cross-party discussion and co-operation on particular issues. All-party groups sometimes act as useful pressure groups for specific causes helping to keep the government, the opposition and MPs informed of parliamentary and outside opinion. Concern over the increasing number of these groups - particularly those including non-MPs, led to a recommendation by a select committee in 1983-84 to distinguish between all-party groups and parliamentary groups. Under a standing order of the House, an all-party group must include at least five members of the government party and five from the opposition parties. Officers must be elected annually. Peers as well as MPs can belong to these groups. If an all-party group also wishes to admit strangers as members it must refer to itself as a parliamentary group. The range of subjects can be diverse, including animal welfare, sport, science, civil liberties, industry and the environment. As well as such subject groups there are also a number of all-party country groups consisting of members with an interest in a particular country and its welfare. There are over 100 such country groups with membership roughly ranging between one and 10 members.

“Contempt of Parliament”

Any action taken by either a Member of Parliament or a stranger which obstructs or impedes either Parliament in the performance of its functions, or its Members or staff in the performance of their duties, is a contempt of Parliament. Examples of contempt include giving false evidence to a parliamentary committee, threatening a Member of Parliament, forgery of documents and attempting to bribe members. The Commons has the power to order anyone who has committed a contempt of Parliament to appear at the Bar of the House and to punish the offender. If the offence has been committed by an MP he or she may be suspended or expelled.

“Double Jeopardy”

The phrase stems from the 5th Amendment of the US Constitution; prohibiting individuals from being subject for the same offence to be "twice put in jeopardy of life and limb", and refers, in the strict sense, to three protections: protection from being retried for the same crime after an acquittal; protection from retrial after a conviction; and protection from being punished multiple times for the same offense. When employed strictly, the mechanism can be used as a defense - for example, the policemen who beat up black motorist Rodney King in 1991 in Los Angeles, CA, were acquitted of assault in a county court, and as a result, could not be tried for those crimes in Federal court, and mirror court cases in the Southern United states in the 1960s where racially motivated crimes were not actively prosecuted nor convicted in local courts. A more pronounced example is that of U.S. citizen and terrorist Timothy McVeigh; sentenced to death for murdering eight U.S. federal employees with a bomb (as federal law only covers the federal employees killed in the explosion, a state court could have tried him for the deaths of the other hundred. In 2003, Home Secretary David Blunkett abolished this strict form of double jeopardy; retrials are now allowed if there is 'new and compelling evidence'. In addition, an optional protocol (specifically, the Seventh Protocol, Article Four) of the European Convention of Human Rights, which protects against double jeopardy, states: "No one shall be liable to be tried or punished again in criminal proceedings under the jurisdiction of the same State for an offence for which he has already been finally acquitted or convicted in accordance with the law and penal procedure of that State."; only Belgium, Germany, The Netherlands, Portugal, Spain, and the United Kingdom have not ratified this optional convention.

“Industry and Parliament Trust”

The IPT is a registered charity based in Whitehall that arranges placement of Peers,MPs,MEPs and Officers of both Houses of Parliament in industry for short periods in order to gain understanding of problems and challenges affecting wealth creators in the UK economy. The Trust also runs programmes in Parliament and in Brussels for those in business to better understand the legislative process. The Speaker and Lord Speaker are Joint Presidents of the Trust and the IPT is supported by the leaders of the main political parties. The Trust is non-political and non-lobbying.

“Industry and Parliament Trust”

Established in 1977, The Industry and Parliament Trust http://www.ipt.org.uk is dedicated to enabling a better understanding between, and better informed policy judgements in, business, government and Parliament. The Trust is built on a two-way exchange of information, knowledge and experience between all nature of industry and the UK and EU Parliaments. It encourages the concept of "practitioner learning from practitioner". The Trust places MPs, Peers, Officers of both Houses, MEPs and officials of the European Parliament in educational-exchange Fellowships and topic-based programmes within a range of participating companies from all sectors and of all sizes. The Trust also gives business personnel, at all levels within participating companies, the opportunity to understand the workings of Parliament and the EU institutions better, through a choice of study programmes, courses, workshops and seminars. The Trust publishes a quarterly magazine called The Bridge, distributed to all members of both Houses.

“Member of Parliament”

A Member of Parliament (MP) is elected by a particular area or constituency in Britain to represent them in the House of Commons. MPs divide their time between their constituency and the Houses of Parliament in London. Once elected it is an MP's job to represent all the people in his or her constituency. An MP can ask Government Ministers questions, speak about issues in the House of Commons and consider and propose new laws.

“Unparliamentary Language”

Unparliamentary language is language that breaks the rules of politeness in the House of Commons Chamber. Part of the Speaker's role is to ensure that MPs do not use insulting or rude language and do not accuse each other of lying, being drunk or misrepresent each other's words. Words to which objection has been taken by the Speaker over the years include blackguard, coward, git, guttersnipe, hooligan, rat, swine, stoolpigeon and traitor. The Speaker will direct an MP who has used unparliamentary language to withdraw it. Refusal to withdraw a comment might lead to an MP being disciplined. MPs sometimes use considerable ingenuity to get around the rules; for example Winston Churchill famously used the phrase "terminological inexactitude" to mean "lie".
