Commercial Air Routes: United Kingdom and East Africa - Question (13 Feb 2019)

Baroness Nicholson of Winterbourne: My Lords, given the Middle East’s enormous appetite for access to the British market, would the Minister reconsider the prohibition on direct flights from Iraq to the United Kingdom and lift the prohibition on Iraqi pilots? Sadly, at the moment, they must be substituted by Jordanian pilots, who are doubtless wonderful but are none the less not the national product.

Brexit: Counterfeit Medicines - Question (7 Feb 2019)

Baroness Nicholson of Winterbourne: I congratulate my noble friend the Minister. Perhaps I might ask her to stress that the privatisation of our medicines agency, which is the most successful on the globe and which everyone else follows, enables us to sell widely and to contract with other member states in the EU and elsewhere. Our standards are global, and they can now buy in to us. It is a tremendous advance.

Brexit: Food Imports - Question (7 Feb 2019)

Baroness Nicholson of Winterbourne: Does the Minister agree that the United Kingdom has the competence and capacity to produce 80% of our foodstuffs, even for our widely diverse population, because we are such superb farmers? Would it not be right for the Government to stress firmly that the National Farmers’ Union and Britain’s farmers deserve all our support and we do not need all these controls on imports? Others want to...

Written Answers — Department of Health and Social Care: Health Services: Learning Disability (6 Feb 2019)

Caroline Dinenage: ...on introducing mandatory learning disability training, which would support staff to make reasonable adjustments for people with a learning disability. Since the investigation into the abuse at Winterbourne View and other hospitals, there has been a cross-Government commitment to transform care and support for people with a learning disability or autism who display behaviour that...

NHS Long Term Plan - Motion to Take Note (31 Jan 2019)

Baroness Jolly: ...as declared in the register. It is worth mentioning that the noble Baroness, Lady Browning, is the only Peer to have mentioned people with learning disability and autism. In 2015, following the Winterbourne View scandal, there came the Transforming Care programme. Can the Minister outline in a letter or, if there is time, at the end of the debate what progress has been made and whether...

Written Answers — Department of Health and Social Care: Social Services: Learning Disability (22 Jan 2019)

Caroline Dinenage: Since the investigation into the abuse at Winterbourne View and other hospitals, there has been a cross-Government commitment to transform care and support for people with a learning disability or autism who display behaviour that challenges, recognising that people with learning disability achieve better health outcomes living in community settings, receiving social care support and...

Brexit: Withdrawal Agreement and Political Declaration - Motion to Take Note (9 Jan 2019)

Baroness Nicholson of Winterbourne: My Lords, it is my turn now. I apologise for my earlier mistaken intervention. The latter part of this afternoon has been a little confusing. As a former Member of Parliament and a former Member of the European Parliament, I feel strongly that the voter has spoken and the bell has tolled. I believe powerfully that, in this Chamber and in the House of Commons, it is our duty to put through...

Folic Acid - Question (9 Jan 2019)

Baroness Nicholson of Winterbourne: Can the noble Baroness include in the consultation a clear examination of the 11 different additives in standard white flour? Britain has a huge variety of flours and wonderful breads but, on the other hand, we retain those additives. The Netherlands is the next down on the EU list and includes only six additives, while France has only two. Do we honestly need all these additives?

Rohingya Refugees - Question (17 Dec 2018)

Baroness Nicholson of Winterbourne: Does the Minister agree that, given the extreme unlikelihood of all the world’s 62 million refugees and IDPs being able to return home, once the United Kingdom has left the European Union we will be in a far better position to decide who to have here? I ask particularly that some of the Rohingya refugees, as well as some others globally, should be given entry into the United Kingdom once...

Reconciliation: Role of British Foreign, Defence and International Development Policy - Motion to Take Note (14 Dec 2018)

Baroness Nicholson of Winterbourne: My Lords, I thank the most reverend Primate most warmly for giving us the opportunity to discuss a subject of the utmost importance today: reconciliation in conflict. I speak purely as a politician; I make no sermons and have no moral prominence in any shape or form. But I have had the opportunity of serving our nation in many places and I have grown particularly to admire and respect the...

Mental Capacity (Amendment) Bill [HL] - Third Reading (11 Dec 2018)

Lord O'Shaughnessy: ...and meeting me to agree a way forward. The amendment that the Government are proposing makes it easier for inadequacies in care provision to be addressed more swiftly. Recent issues with Gosport, Winterbourne View, Mendip House and, sadly, many other cases have highlighted how important it is that family, friends and staff feel empowered to raise concerns, and for action to be taken as a...
