Lucy Frazer: My hon. Friend is highlighting all the important aspects of being connected to the internet, and of broadband, to individuals. Will she also acknowledge that the rural economy is worth £400 billion, and that it is therefore especially important for rural areas to be connected to broadband?
Lucy Frazer: I would like to make the point that my learned Friend—my hon. Friend the Member for Braintree (James Cleverly)—was making: if there is no basis for this measure, why did the hon. Gentleman agree to it two weeks ago?

Lucy Frazer: Will the hon. Lady give way?
Lucy Frazer: To ask the Secretary of State for Education, what steps the Government is taking to improve science education.
Lucy Frazer: The Government have committed to simplifying the tax system. Mr Whiting confirmed that this measure will do that, and that it will bring certainty and stability through lack of change. Do you think that the change will have an impact on any other tax measures?
Lucy Frazer: I spoke to my local PCC yesterday and he confirmed to me that “we are in a strong position to face future financial challenges” while maintaining front-line services. Does the right hon. Gentleman therefore agree that many factors influence performance, of which finance is just one?
Lucy Frazer: I would like the answer to a question. If the amendments that would allow the Scottish Government to give their consent were accepted, would you drop your—[Interruption.] Sorry, Madam Deputy Speaker. In those circumstances, would the SNP drop the other amendments as it would have a say in its own Parliament?
Lucy Frazer: The hon. Gentleman has mentioned children twice so far. The Greek Government overspent, leaving tens of thousands of children unschooled in Greece in September. Does he not accept that a country that does not look after its finances does not look after its children?
Lucy Frazer: I commend the Chancellor’s commitment to the fairer funding formula. How precisely will it help students in Cambridgeshire, who historically have received about £2,000 less per pupil than those in some other areas of the country?
Lucy Frazer: What assessment he has made of the importance of communications data in securing prosecutions.
Lucy Frazer: If each of our allies independently said, “Well, others are involved and therefore we don’t need to get involved”, how would we ever defeat ISIS?
Lucy Frazer: I welcome the Chancellor’s spending review last week, boosting the science budget and supporting silicon fen. Does he agree that the only way to continue to attract international investment to the region is good infrastructure, and now is the time to upgrade the A10 from Cambridge to Ely?

Lucy Frazer: To ask the Secretary of State for Health, what assessment he has made of the potential savings to the public purse offered by biosimilars.
Lucy Frazer: To ask the Secretary of State for Culture, Media and Sport, what plans his Department has to reform the allocation of funding to increase participation in sport.
Lucy Frazer: Our courts system not only provides effective justice to us domestically, but is the forum of choice for much foreign litigation. When considering the civil courts charge, will the Secretary of State ensure that our courts remain not only effective places for the resolution of domestic litigation, but at the forefront of international dispute resolution?
Lucy Frazer: Does the hon. Lady accept that 85% of the two, three and four-year-olds who receive funded education are in good or outstanding early years schools, as rated by Ofsted? That provision was supplied at a rate less than the future rate.
Lucy Frazer: Without commenting on the substance of what the hon. Lady is saying, clause 2(3) states: “The conditions mentioned in subsection (2)(d) may, in particular, relate to the paid work”— that is “may”, not must. This is a matter, I assume, to be dealt with in regulations.
