Lord Keen of Elie: My Lords, the Government welcome the Lammy review’s emerging findings and continue to support it. David Lammy has indicated a number of areas he wants to examine in more detail in the second phase of the review. We look forward to responding to the final report, due in the summer of 2017.

In it he will see that there is tremendous concern that the youth prison population now is 43% from a black or ethnic minority background. David Lammy: The Government have commissioned an independent review of the regulatory framework for legal services, aimed at promoting transparency and competition in the legal services sector. Sir David Clementi is due to present his report by the end of this year.
David Lammy: ...the sector has a last opportunity to do so itself. If it does not do this, the Government will consider how new formal regulation could be introduced, taking into account the recommendations of Sir David Clementi's review of the legal services regulatory framework.
David Lammy: Sir David Clementi is due to make his recommendations by 31 December 2004. The Government will set out our plans for responding to those recommendations after the report is published.
David Lammy: ...based on self-regulation, with the professional bodies—the largest are the Law Society and the Bar Council—combining regulatory and representative functions. The Government commissioned the Sir David Clementi review and are considering his proposals in detail.
