Lord Bassam of Brighton: My Lords, I am grateful to the noble Lord for his intervention. He played an important part in the earlier developments of the Channel Tunnel rail link. I think that I have answered the questions about independence. What I have been trying to do this afternoon is to provide a measure of reassurance that that is where we all wish to end up. For the purposes of the sale of the assets relating...
Stephen Hammond: ...seek under the Bill, it seems to me that such powers should not be open-ended, and that they should be restricted in certain cases. I am concerned that we are told time and again that the Channel Tunnel Rail Link Act is a fitting precedent for Crossrail legislation. I might have been tempted to accept that precedent if I had not had the good fortune to serve on the Committee that...
Tony McNulty: The Channel Tunnel Rail Link Act 1996 contains no specifications of the tunnel lining thickness. The specifications relating to such details in the North Downs Tunnel were first drawn up later. The tunnel has a concrete lining with a relatively flat invert and reinforced concrete base slab, which supports the ballasted track. The concrete is about 1 metre thick in the invert and the average...
Stephen Hammond: Network Rail will be able to bid for it. As the Minister said, it would be wrong for anyone in the House to prejudice the outcome of the bidding process. The Government assume that if the assets of LCR were sold, their value—without this legislation—might be sub-optimal due to the lack of clarity about the funding arrangements for capital construction and the future. One of the things...

Stephen Timms: I warmly welcome my right hon. Friend's determination throughout the process to secure the whole link, to ensure that Britain is properly connected to the European high-speed rail network early in the new millennium. He spoke about services to Heathrow airport. That is a new element, and presumably those services will run through south London. Can he confirm that the developments and the...
Anne McIntosh: I want clarification from the Minister. The table in schedule 2 seems to have been lifted entirely from the Railways Act 1993—I assume that the Transport Act 2000 did not have a huge impact on the schedule—but it is not as clear as it could be. I am mindful of the Minister's earlier comment that there is provision for annual reports, annual accounts and a business plan, which is helpful....
