Alex Fergusson: The seventh question is, that amendment S3M-5118.3, in the name of Robert Brown, which seeks to amend motion S3M-5118, in the name of Murdo Fraser, on minimum pricing of alcohol, be agreed to. Are we agreed?

Robert Brown: ...the challenge of how to change the culture and less on devices such as minimum prices that sound spuriously attractive but are in fact just fiddling about on the edges. I am happy to move amendment S3M-5118.3, to insert at end: "and fails to recognise the role of individual responsibility or meet the key test of bringing about fundamental, rather than marginal, cultural change".
