Kirsty Blackman: At business questions on 2 July the Leader of the House stated: “Independent assessments say we are implementing the Smith commission report”—[ Official Report, 2 July 2015; Vol. 597, c. 1633.] To date the Scottish Secretary has been unable to produce these. Will he now name those independent assessments or ask his right hon. Friend the Leader of the House to correct his previous statement?
