Michelle Donelan: I rise to present this petition on behalf of the residents of the Chippenham constituency in the same terms as the hon. Member for Worsley and Eccles South. It has been signed by 1,656 of my constituents, reflecting the level of local discontent on the issue. The Petition of residents of Chippenham. [P001750]
Michelle Donelan: Does my hon. Friend agree that the scrapping of the two-year rule will prove invaluable for new charities, because it is in their first few years that they either succeed or fall? I am the trustee of a charity in Chippenham called Helping Victims of Domestic Violence. It is flourishing but overcame a number of problems in its first few years and would have benefited invaluably from the measure.

Friend’s comment that social injustice is based not just on financial poverty but, in effect, on social poverty—things such as bereavement, family breakdown and children’s time being consumed by them acting as carers. Does she agree that we should look at how things such as the pupil premium are calculated to ensure that they take into account the whole range of social...

Michelle Donelan: I applaud the determination of the Secretary of State and the Government to drive up standards for all, but will she confirm exactly how the proposal will prevent those who do not make the grade from being stigmatised and disincentivised? It could be particularly problematic given that all the evidence suggests that age 11 is too early to test aptitude and intellect, especially for boys.
Michelle Donelan: To ask the Secretary of State for Health, what estimate he has made of the cost to the public purse of agency locums in each year from 2011-12 to 2015-16.

Michelle Donelan: To ask the Secretary of State for Transport, if he will make additional funding available for battery and fuel cell research and development.
Michelle Donelan: To ask the Secretary of State for Business, Energy and Industrial Strategy, if he will make an assessment of the potential benefit to (a) consumers, (b) the economy and (c) the environment of tidal stream technologies.
