Mr Duncan Sandys: asked the Secretary of State for the Colonies whether he will give the reasons why the future status of the British Jarvis, Baker, and Howland Islands, in the Central Polynesian Sporades, is now being investigated?
Mr Duncan Sandys: asked the Secretary of State for the Colonies whether the investigation into the status of the Jarvis, Baker, and Howland Islands includes the question of British sovereignty?
Mr Duncan Sandys: Mr. Baker, who is a temporary civil servant, has been retired on reaching the age of 65, as part of the staff reductions at the Ministry of Supply.
Mr Francis Noel-Baker: On a point of order. Can we have your Ruling, Mr. Speaker? Is the hon. Member for South Angus (Sir J. Duncan) in order in casting imputations of the type implied at the beginning of that very offensive supplementary question on my hon. Friend the Member for Eton and Slough (Mr. Brockway)?
Mr Duncan Sandys: On a point of order. Is is not quite improper for the right hon. Gentleman the Member for Derby, South (Mr. Philip Noel-Baker), when rising on a point of order, to try to impute to me a motive in asking a particular Question?
Duncan Baker: I come from the rural constituency of North Norfolk, where farmers form one of the most important sectors. Does the Secretary of State agree that the Agriculture Bill brings an excellent opportunity to tackle climate change head-on and that, as an industry, the farming community has an important part to play in helping with our environment?
Duncan Baker: To ask the Chancellor of the Exchequer, whether sustainable farming activities under the Agriculture Bill will be deemed active practices and benefit farmers for the purposes of VAT and inheritance tax legislation; and if he will make a statement.
Duncan Baker: To ask the Minister of State, Department for Digital, Culture, Media and Sport, what steps he is taking to improve mobile phone coverage in North Norfolk constituency; and what the timeframe is for improving that coverage.
Duncan Baker: To ask the Secretary of State for the Home Department, how many of the 20,000 new police officers she plans to allocate to North Norfolk; and what her Department's timescale is for deploying additional police officers to North Norfolk.
Duncan Baker: To ask the Chancellor of the Exchequer, if he will make an assessment of the potential merits of increasing the minimum income guarantee.
Duncan Baker: Does my right hon. Friend agree that the apprenticeship levy has been a fantastic success for many young people across the country—not least for constituents of mine in North Norfolk? What can he do to help more small and medium-sized businesses take up the levy, to ensure that more young people can unlock their potential?
That Duncan Baker, Feryal Clark, Sir Christopher Chope, Mr Robert Goodwill, Ian Levy, Marco Longhi, Caroline Lucas, Jerome Mayhew, Kerry McCarthy, John McNally, Dr Matthew Offord, Alex Sobel, Mr Shailesh Vara, Claudia Webbe and Nadia Whittome be members of the Environmental Audit Committee.
Ordered, That Duncan Baker, Simon Baynes, Elliot Colburn, Chris Elmore, Imran Hussein, Simon Jupp, Conor McGinn, Grahame Morris, Jane Stevenson, Julian Sturdy and Suzanne Webb be members of the Joint Committee on Consolidation, &c., Bills.—(Bill Wiggin, on behalf of the Committee of Selection.)
Duncan Baker: To ask the Secretary of State for Housing, Communities and Local Government, what plans he has to bring forward legislative proposals to limit second home ownership.
