David Lidington: Further to that point of order, Mr Speaker. I am very clear that the advice I have is that under the Scotland Act 2016 the Scottish Government have the power to top up reserved benefits. It is for the right hon. Member for Ross, Skye and Lochaber (Ian Blackford) to defend the decision of a Scottish Government not to do so.
David Lidington: We are committed to working productively with all levels of government, including local authorities, directly elected mayors and devolved Administrations across the UK. We will also work closely with the devolved Administrations to review the formal structure of inter-governmental relations.
