Christopher Chope: As a result of the G20, to what extent will the growth in the United Kingdom's economy be restored sooner than would otherwise be the case? Can the Chancellor put a figure on that, in terms of days or months? This is the sort of question to which my constituents want an answer, given that unemployment in my constituency has risen by 184 per cent. in a single year.
Christopher Chope: On a point of order, Mr. Speaker. You will have noticed that the last Division, which was totally under the control of the Government, took 20 minutes. Do you think that that had anything to do with the fact that I wish to speak on motion 7 on the Order Paper?
Christopher Chope: Mr. Deputy Speaker, that last result that you read out will be of great interest to people outside the House. We are increasingly getting a reputation for wanting to curtail our proceedings, but that vote shows that no fewer than 103 of our colleagues want the House to sit on May day bank holiday in order to hold the Government to account. I want to express my disappointment that my hon....
Christopher Chope: My hon. Friend the shadow Chancellor asked the Chancellor of the Exchequer a specific question about the maximum taxpayer exposure as a result of what has happened. I should be grateful if the Chancellor could either explain why he will not answer that question, or answer it now.
Christopher Chope: To ask the hon. Member for North Devon, representing the House of Commons Commission on what date the annual totals for hon. and right hon. Members' allowances for 2007-08 will be published.
Christopher Chope: I apologise to my hon. Friend for the fact that I have not seen today's Daily Mail because I have been busy chairing a Committee all night—
Christopher Chope: With this it will be convenient to discuss the following: amendment 73, in clause 194, page 111, line 37, at end insert— ‘(aa) a decision relating to the disciplining of a pupil or any other matter relating to pupil behaviour or the enforcement of the published rules of the school;’. Amendment 74, in clause 194, page 111, line 37, at end insert— ‘(aa) a decision about...
Christopher Chope: The hon. Gentleman is right to anticipate that I do not intend to have a separate clause stand part debate.
Christopher Chope: Order. I interrupt the hon. Gentleman now because clause 191 merely introduces schedule 13. I think the hon. Gentleman intends to speak to the contents of that schedule. If that is so, the time to do that is in the next debate, which will be on the question that schedule 13 be the 13th schedule to the Bill. I hope that the hon. Gentleman will keep his remarks on the clause brief.
Christopher Chope: With this it will be convenient to discuss amendment 523, in clause 190, page 110, line 18, at end insert— ‘(4A) Regulations made under subsection (4) must specify that consultations about the determination of the amount of financial assistance must include a requirement for private, voluntary and independent early years providers outside a maintained school to be consulted.’.
Christopher Chope: With this it will be convenient to discuss amendment 408, in clause 187, page 106, line 9, at end insert— ‘(d) raising the achievements of disadvantaged children as defined in the relevant Children’s Trust Board’s Children and Young People’s Plan.’.
On resuming— [Mr. Christopher Chope in the Chair]
Christopher Chope: The Government promised to bring in proposals for reform of the local government superannuation pension scheme by 1 March. What has happened to those proposals, and does the Minister accept that what he has been saying is far too complacent? Collectively, local authorities have record levels of debt and unsustainable pension schemes. There is tremendous resentment among ordinary council tax...
Christopher Chope: Before I put the question, I wish to express my very great appreciation to my co-Chairman for all her work in Committee. I must congratulate her on her foresight in accepting so readily my invitation, which I gave to her almost 24 hours ago, to take over the Chair from 4 o’clock on Thursday. I do not think that even she could have realised the extent to which that obligation would...
Christopher Chope: Order. Is the Minister giving way again?
Christopher Chope: We now come to clause 237 stand part. It was proposed provisionally that that should be discussed along with Government amendments 560 and 561 and Government new clause 28, which were all tabled on Tuesday. If the Committee were meeting next Tuesday, they would not have been starred. But because we are effectively still meeting on Thursday 26 March, those amendments are starred. As I...
Christopher Chope: With this it will be convenient to discuss amendment 98, in clause 236, page 138, line 28, leave out ‘short stay school’ and insert ‘prospect school’.
Christopher Chope: With this it will be convenient to discuss amendment 80, in clause 235, page 138, line 10, at end insert— ‘(2A) In performing their duties under this section, relevant partners must seek to ensure that all pupils are able to work, study and learn in a safe, secure and ordered environment.’.
Christopher Chope: With this it will be convenient to discuss the following: amendment 83, in clause 229, page 133, line 10, at end insert— ‘(1A) In section 93(1) of the Education and Inspections Act 2006 (c.40) (power of member of staff to use force) after subsection (1)(c) there is inserted— “(d) attempting to leave a room in which the pupil is subject to a disciplinary penalty which...
Christopher Chope: With this it will be convenient to discuss the following: amendment 210, in clause 233, page 136, line 41, at end insert ‘subject to the discretion and professional judgement of the headteacher.’. Amendment 87, in clause 233, page 137, leave out lines 3 and 4. Amendment 94, in clause 233, page 137, line 7, at end insert— ‘(4A) Guidance issued under subsection (4) must not...
