Scottish Parliament: Online Child Abuse, Grooming and Exploitation (21 Sep 2023)

Ruth Maguire: The scale and complexity of tackling online child abuse, grooming and exploitation feels entirely overwhelming. It is a difficult thing to think and talk about, but it is an issue that must be out in the open. I thank the Criminal Justice Committee for introducing the debate and I am also grateful to all the witnesses who contributed to its discussions. Although I was not at the round tables,...

Scottish Parliament: School Leaver Destinations ( 7 Sep 2023)

Ruth Maguire: The disaster of Brexit that Scotland did not vote for has, among other things, narrowed opportunities for some of our young people. With that in mind, can the First Minister provide an update on what proportion of school leavers have gone on to positive destinations?

Scottish Parliament: Fuel Insecurity Fund (Cunninghame South) ( 6 Sep 2023)

Ruth Maguire: 1. To ask the Scottish Government whether it will provide an update on how the fuel insecurity fund is supporting residents in the Cunninghame South constituency. (S6O-02456)

Scottish Parliament: Fuel Insecurity Fund (Cunninghame South) ( 6 Sep 2023)

Ruth Maguire: Although the key energy policy levers remain with the United Kingdom Government, it is welcome that the Scottish National Party Scottish Government continues to support people who are facing unprecedented rises in the cost of energy. Does the minister agree that the Tories at Westminster have so far failed to take the necessary steps to ensure that households never again experience an energy...

Scottish Parliament: Equality within the 2023-24 Programme for Government ( 6 Sep 2023)

Ruth Maguire: Reducing poverty, delivering growth, tackling climate change and providing high-quality public services are rightly the focus of the programme for government that our First Minister announced at the beginning of this new parliamentary term. I was pleased to hear the First Minister describe his agenda as “unashamedly anti-poverty and pro-growth”. The better and fairer Scotland and the more...

Scottish Parliament: Highly Protected Marine Areas (29 Jun 2023)

Ruth Maguire: Last week I met my constituent Willie Kennedy, who is chair of the Scottish Sea Angling Conservation Network. He painted a pretty distressing picture of the decline of our inshore waters of the Clyde, due to destructive trawling since the removal of the three-mile limit in 1984. He spoke of his organisation’s desire for robust protection measures and a just transition for the Clyde fleet....

Scottish Parliament: “Building a New Scotland” (Written Constitution) (28 Jun 2023)

Ruth Maguire: 7. To ask the Scottish Government, in light of its latest “Building a New Scotland” paper, what its position is on how a written constitution could protect democracy, the sovereignty of the people, freedom and the rule of law in an independent Scotland. (S6O-02430)

Scottish Parliament: “Building a New Scotland” (Written Constitution) (28 Jun 2023)

Ruth Maguire: The sovereignty of the people is a proud tradition in Scots law, but it is clearer now more than ever that that tradition is simply not upheld as part of the UK with a dominant Westminster Parliament. Will the minister lay out how transformative it would be for our citizens to have a written constitution that transfers power to the people in an independent Scotland?

Scottish Parliament: Legal Age of Marriage (28 Jun 2023)

Ruth Maguire: One concern with the legal age of marriage is around the potential vulnerability of young people to forced marriage. What protections and safeguards are currently in place for those who may be vulnerable to or at risk of forced marriage?

Scottish Parliament: United Nations Convention on the Rights of the Child (Incorporation) (Scotland) Bill (Reconsideration) (27 Jun 2023)

Ruth Maguire: The fact that the UK Government can block Scottish legislation that advances and furthers the rights of children is a stark illustration of the limitations of our place within the union and the urgency of regaining our independence. Can the minister provide assurance to the thousands of people who contributed to the passing of the original UNCRC bill—many of them children and young...

Scottish Parliament: Scottish Constitution (27 Jun 2023)

Ruth Maguire: I welcome the publication of “Creating a modern constitution for an independent Scotland”. The opportunity that it sets out for the people of Scotland to directly shape a new, modern and more democratic country with constitutional safeguards for democracy and human rights provides hope in what can feel like pretty desperate times—times when important values are under attack by the...

Scottish Parliament: Education Reform (22 Jun 2023)

Ruth Maguire: What more will be done to support the quality and consistency of the implementation of existing policies and practices that improve outcomes for children and young people?

Scottish Parliament: Children (Care and Justice) (Scotland) Bill: Stage 1 (22 Jun 2023)

Ruth Maguire: It is not possible in the time available to cover all the aspects of this really important report. In the short time that I have, I will speak to two areas of concern, on which I would welcome further discussion with the minister in order to explore possible resolution or amendment at stage 2: legal representation and treatment of child victims of crime. On legal representation, it is of...

Scottish Parliament: Children (Care and Justice) (Scotland) Bill: Stage 1 (22 Jun 2023)

Ruth Maguire: Would Stephen Kerr recognise that, in terms of children’s rights, there are protective rights and participative rights and that those happen at different ages and stages?

Scottish Parliament: Children and Young People (Visits) (15 Jun 2023)

Ruth Maguire: 3. To ask the Scottish Parliamentary Corporate Body what action it takes to ensure that children and young people from across Scotland can visit their Scottish Parliament. (S6O-02391)

Scottish Parliament: Children and Young People (Visits) (15 Jun 2023)

Ruth Maguire: I appreciate the good work that the Parliament and the education team do. Like me, members will have visited schools in their constituencies and seen the interest that children have in the workings of our Parliament. I have been disappointed on a number of occasions that the young children I have visited have not been able to visit Parliament due to cost constraints. They find the cost of...

Scottish Parliament: College Regionalisation (13 Jun 2023)

Ruth Maguire: Ten years on from the college regionalisation, the Education, Children and Young People Committee was keen to undertake an inquiry to examine how the structural changes were working in practice and explore to what extent the aims of regionalisation had been achieved. Those aims included: having an ambition for all young people over the age of 16 to stay in learning and achieve qualifications,...

Scottish Parliament: College Regionalisation (13 Jun 2023)

Ruth Maguire: Will the minister take an intervention?

Scottish Parliament: Child Victims (Rights in Legislation) ( 7 Jun 2023)

Ruth Maguire: 2. To ask the Scottish Government how forthcoming legislation will advance the rights of child victims of crime. (S6O-02333)

Scottish Parliament: Child Victims (Rights in Legislation) ( 7 Jun 2023)

Ruth Maguire: I welcome the measures that the minister outlined. Does she agree that advancing and balancing the rights of all children who come into contact with our justice system, whether they are child victims of criminal harm, witnesses or children who cause harm to others, is of the utmost importance, and that any legislation made in this place must get it right for every child?
