Tom Randall: My hon. Friend talks about Tower Hamlets, and is not what is missing from this debate knowledge? That borough is so rotten that commissioners were brought in by the Secretary of State’s Department to run it for a period of time. If it is still not capable of taking decisions, perhaps it is time to bring back those commissioners to take over the London Borough of Tower Hamlets.
