Northern Ireland (Executive Formation) Bill - Committee (Continued): Amendment 25 (15 Jul 2019)

Viscount Younger of Leckie: My Lords, I have very few remarks to make in response to my noble friend, but I thank him for his long speech. There is no doubt that defamation law in Northern Ireland does not reflect today’s digital age. To echo my noble friend’s words, reform is indeed needed. The issues at stake here hit the very heart of the relationship between citizens, media and the state. It is important to...

Northern Ireland (Executive Formation) Bill - Committee (Continued): Amendment 23 (15 Jul 2019)

Viscount Younger of Leckie: May I just inquire whether the noble Baroness is listing all the names on her list? It would be helpful for the Committee, with the hour that we are at, if the list could be severely shortened.

Northern Ireland (Executive Formation) Bill - Committee: Amendment 11 (15 Jul 2019)

Viscount Younger of Leckie: My Lords, the right reverend Prelate the Bishop of Newcastle, on behalf of the right reverend Prelate the Bishop of St Albans, is quite right to raise the outdated gambling laws in Northern Ireland and I thank her for her remarks. These laws are complex, but in Northern Ireland they have not kept pace with emerging technologies such as electronic and online gambling. Such technologies have...

Northern Ireland (Executive Formation) Bill - Committee: Amendment 9 (15 Jul 2019)

Viscount Younger of Leckie: My Lords, the noble Lord, Lord Adonis, has raised important issues and I am grateful to him for doing so. I appreciate having again a short debate with him on higher education matters, here on a very specific issue. I recall from previous debates that the noble Lord has visited Northern Ireland, so it acts as a bit of a link when he raises these matters today. Higher education, and indeed...

Northern Ireland (Executive Formation) Bill - Committee: Amendment 9 (15 Jul 2019)

Viscount Younger of Leckie: My understanding is that they do not, but I will write to the noble Lord to clarify that matter.

Northern Ireland (Executive Formation) Bill - Committee: Amendment 8 (15 Jul 2019)

Viscount Younger of Leckie: My Lords, the noble Lord, Lord Bruce of Bennachie, raises an important matter through Amendment 8, one that I know your Lordships take a keen interest in. As he pointed out, the donations and loans order that came into force last year provided complete transparency for donations and loans made to Northern Ireland parties from July 2017. At that point, we said that we would look again at the...

Universities: Racism - Question (10 Jul 2019)

Viscount Younger of Leckie: My Lords, the Government take all forms of racism extremely seriously and expect providers to act swiftly to investigate and address reports of racist incidents. The Government are working closely with Universities UK and the Office for Students to support work to address racism and other forms of harassment in higher education, including the implementation of UUK’s task force...

Universities: Racism - Question (10 Jul 2019)

Viscount Younger of Leckie: My Lords, we are concerned, and there is no place in our society, including within higher education, for hatred or any form of harassment, discrimination or racism. Higher education providers have clear responsibilities under the Equality Act 2010, and should discharge their responsibilities fully and have robust policies and procedures in place to comply with the law to investigate and...

Universities: Racism - Question (10 Jul 2019)

Viscount Younger of Leckie: I am aware of the meeting and the letter which Minister Skidmore wrote—on 16 May, I believe. I can tell my noble friend that there have been some replies, so I believe that the message is getting through. However, I am the first to say that there is more work to be done. King’s College London has adopted the IHRA definition, but I believe that that happened before the letter was written....

Universities: Racism - Question (10 Jul 2019)

Viscount Younger of Leckie: The noble Baroness raises an important point. It is important to encourage more females to go to university, when it is right for them, as well as BAME students. I know that a number of universities, including but not exclusively Oxford and Cambridge, are doing a lot of work to try to encourage and improve entries from this particular group, and the work is getting through.

Universities: Racism - Question (10 Jul 2019)

Viscount Younger of Leckie: The noble Lord is right that the welfare of students has to be paramount, and the OfS is tasked with that. However, there is more to it than that; the House may note that the EHRC is conducting an inquiry into racial harassment in higher education, which we welcome. Minister Skidmore wrote to the EHRC on 7 January regarding its inquiry to set out the importance of our understanding of these...

Universities: Racism - Question (10 Jul 2019)

Viscount Younger of Leckie: Indeed, that is what they are tasked to do, through changes we have made in the transparency requirements of the Higher Education and Research Act. There is more to it: £1.8 million has been given for 45 projects. They are looking not only at online harassment—£480,000 has been given for 11 projects to tackle religious harassment. There are a number of strands in progress to make sure we...

Universities: Racism - Question (10 Jul 2019)

Viscount Younger of Leckie: I will certainly check that, but I have no doubt that the guidance is there. The big question is whether we should be updating it. That will certainly come in the autumn, when the EHRC is due to report, so this is very much a work in progress.

Birmingham Commonwealth Games Bill [HL] - Committee: Amendment 18 (9 Jul 2019)

Viscount Younger of Leckie: My Lords, I have taken note of the points made by the noble Lord, Lord Addington, and my noble friend Lord Moynihan in respect of their amendment and on Clause 24, which cover the Games transport plan. I hope to provide reassurance that the amendment is not required but that Clause 24 is. Effective transport provision for an event of this scale and profile requires detailed planning and...

Birmingham Commonwealth Games Bill [HL] - Committee: Amendment 18 (9 Jul 2019)

Viscount Younger of Leckie: All the points my noble friend has raised are fine, but we have not quite got to the point where every decision has been made. I have been trying to make the point that getting the transport right is very important. Lessons have been learned from other Games. I hope I have made the point that we have got to a particular point in planning and it is important that we follow through on it, but...

Birmingham Commonwealth Games Bill [HL] - Committee: Amendment 18 (9 Jul 2019)

Viscount Younger of Leckie: My Lords, before I turn to the specific amendments tabled—and particularly the remarks made by my noble friend Lord Moynihan and the noble Lord, Lord Stevenson—I say that the touting provision in this Bill sits within the Government’s broader strategy on the secondary ticketing market. We are determined to crack down on unacceptable behaviour in the ticketing market and have put in...

Birmingham Commonwealth Games Bill [HL] - Committee: Amendment 18 (9 Jul 2019)

Viscount Younger of Leckie: Yes, I said it should not be done in a public place. I assure the noble Lord that the OC will be responsible for organising the system for ensuring that.

Birmingham Commonwealth Games Bill [HL] - Committee: Amendment 18 (9 Jul 2019)

Viscount Younger of Leckie: Yes, indeed. That is correct, but I will certainly write to the noble Lord. Put it this way: if tickets were handed over in a public place and were seen by a particular person, in theory I guess one could be picked up for that. As the noble Lord says, it is pretty unlikely to happen, but the fact is that it is there and that is an accurate account.
