Social Welfare Law Cases: Legal Aid - Question (16 May 2022)

Lord Kennedy of Southwark: My Lords, the pilot scheme put forward by the Government seeks to quantify the benefits to individuals, their support networks, the Government and, ultimately, the taxpayer. Those seem very sensible aims and I support them. But how is this to be achieved and taken forward, with the access that the noble Lord referred to in his first Answer, when the number of providers of these services has...

Lord Kennedy of Southwark: My Lords, I join the noble Lord in thanking everyone for their contribution in this Session. This House does an important job in providing scrutiny and challenge to the Government—and solutions, where they are prepared to listen to them. Business of the House - Motion on Standing Orders (4 Apr 2022)

Lord Kennedy of Southwark: My Lords, I will briefly say, as the Opposition Chief Whip, that I agreed the Motion in the usual channels. I speak to the Government Chief Whip every single day, often many times every day—I am sure the noble Lord is sometimes sick of the sight of me coming to his office. I can always make it very clear that I do not like the Elections Bill in many cases, and I will be ensuring that the...

Lord Kennedy of Southwark: My Lords, can I also bring to the attention of the noble Baroness the wonderful work at AFC Wimbledon and the work that our dear noble friend Lady McDonagh did to bring that club back after it was destroyed. Lord Kennedy of Southwark: My Lords, will the noble Baroness join me in paying tribute to the almshouse movement and the fantastic work it does on accommodation for older people? Lord Kennedy of Southwark: My Lords, I thank the noble Lord for his response and for the progress made, and I accept that good progress has been made. However, the situation remains that there are general building safety issues and some of these leaseholders are still left in appalling situations. Does the noble Lord accept the principle that if you are not responsible for the poor workmanship, you never signed it off...

Lord Kennedy of Southwark: My Lords, first, as other noble Lords have done, I thank the noble Baroness, Lady Suttie, and her committee for the work they have done to produce the report for debate here. I also pay tribute to Lord Shutt. I knew him well; I used to enjoy our conversations in the House; he was liked and respected by everybody in the House and we all miss him. We are all poorer for him not being with us and...

Lord Kennedy of Southwark: My Lords, on behalf of my noble friend Lady Smith of Basildon, who is unable to be with us this morning as she is having a briefing at the moment, I thank the noble Lord for his usual courtesy in dealing with the House and for taking this Bill through it. I also thank the Bill team for the meetings that took place. As he said, we have had scrutinised the Bill well and made one change. We have...

Health and Care Bill - Committee (9th Day) (9 Feb 2022)

Lord Kennedy of Southwark: I thank the noble Lord for that information. Before we continue with the Committee on the Bill, I wanted to raise my concerns on the Floor of the House as to the importance of always treating each other with respect and courtesy. What specific enforcer measures will be deployed to deal with building owners and developers who refuse to take...

Building Safety Bill - Second Reading (2 Feb 2022)

Lord Kennedy of Southwark: My Lords, it is not normal for the Opposition Chief Whip to respond to a Second Reading debate, but Members will be aware that I have been involved with these issues for some considerable time. I have also missed the noble Lord, Lord Greenhalgh, very much, so I thought that with him leading on this Bill and it being such an important issue, I would have to make an appearance. Maybe I will be...
