Mr Selwyn Lloyd: With this it will be convenient to take Amendment No. 31, in Clause 5, page 5, line 15, at end insert: '(3) The Agency shall establish a Committee for Rural Development. The Director of Rural Development shall be a member of the Committee. The Committee shall have special responsibility for Mid-Wales and for rural Wales'.
Mr Selwyn Lloyd: Mr. McElhone.
Mr Selwyn Lloyd: Order. When the hon. Member is making his application, he must not make the sort of general speech he would make if the application were granted.
Mr Selwyn Lloyd: The hon. Member gave me due notice of his intention to make this application, and I have listened carefully to what he has had to say. My decision must not be construed by anyone as implying that I do not realise the importance of this problem. As a Merseyside Member, I know it full well. But it is a continuing problem, one which should certainly be debated in this House on repeated occasions...

Mr Selwyn Lloyd: By agreeing to the amendment, the House has shown its willingness to waive its privilege. I shall see that an entry is made in the Journal to that effect.
Mr Selwyn Lloyd: With this amendment we are taking Lords Amendment No. 20.
Mr Selwyn Lloyd: With this amendment we are to take Lords Amendment No. 25.
Mr Selwyn Lloyd: With this we are taking the following Lords Amendments:
Mr Selwyn Lloyd: Order. The rule is that the hon. Gentleman can only quote a Minister. If it is not a Minister the hon. Gentleman can paraphrase, but not quote. Quotations must be confined to the words of Ministers.
Mr Selwyn Lloyd: Order. This supplementary question seems to be getting a very long way from the Question on the Order Paper.
Mr Selwyn Lloyd: I did not hear any such reference. I call Mr. Fairbairn on a Private Notice question.
Mr Selwyn Lloyd: The frivolity of the Front Bench is not a question for the Chair.
