Oral Answers to Questions — Prime Minister: Engagements (20 Mar 1997)

Mr James Spicer: During the campaign, I have no doubt that my right hon. Friend will be coming to the south of England and, we all hope, to Dorset. When he comes to Dorset, will he pass on to the people there and all those in the area served by Southern Electricity the good news that, as from Tuesday, they will have had an 11 per cent. cut in their electricity bills during the past nine months, which amounts...

Orders of the Day — BSE Crisis (17 Feb 1997)

Mr James Spicer: I open with a brief remark to the hon. Member for North Cornwall (Mr. Tyler). On these occasions, he is very much the lone ranger. He holds up the Liberal cause to the best of his ability. I ask him to go out, be the lone ranger and deal with the leaders of councils, in the west country in particular, who imposed a ban on beef long before there was a European ban. He needs to crack a whip or...

Orders of the Day — BSE Crisis (17 Feb 1997)

Mr James Spicer: I have only 10 minutes, and I have already used six. In total contrast is the approach of our team. I remember with great pride 8 October last year in Bournemouth, when nine members of the NFU, led by Sir David Naish, with the support of Ben Gill, my county chairman John Hoskin and representatives from Wales—sadly, there were no representatives from Scotland and Ulster—came to see the...

Orders of the Day — BSE Crisis (17 Feb 1997)

Mr James Spicer: The hon. Gentleman has roots in the farming community. Does he not understand the situation faced by farmers in my constituency? For example, the chairman of the local NFU had 103 cattle waiting to be culled at the end of September. What would his reaction have been if someone had said that his cattle needed to be checked, and that he would be given a list of the ones that had to be...

Orders of the Day — BSE Crisis (17 Feb 1997)

Mr James Spicer: Was there not a leak on the morning to which my right hon. Friend has referred, which the hon. Member for Peckham (Ms Harman) was going to exploit? If a statement had not been made on that day, the hon. Lady was prepared to table a private notice question and expose the whole matter. To call for an alternative approach is ridiculous.

Orders of the Day — BSE Crisis (17 Feb 1997)

Mr James Spicer: May I ask the hon. Gentleman one simple question? If we had gone ahead with the extended or selective cull in October, what would have been the reaction of farmers who had cattle waiting under the 30-months scheme? Surely it is logical to get rid of one problem before one starts dealing with the next one.

Points of Order (11 Feb 1997)

Mr James Spicer: On a point of order, Madam Speaker. You will have noticed during Defence questions that the Labour party's spin doctors had organised a campaign to get at the integrity and character of my right hon. Friend the Secretary of State for Defence. That is fair enough, because my right hon. Friend can look after himself; but may I refer to a particular remark made by the hon. Member for Newham,...

BSE (21 Jan 1997)

Mr James Spicer: My right hon. and learned Friend the Minister and his team will know only too well that, over the past year, it has been Dorset in particular and the west country in general that have been hardest hit by BSE. I wonder whether, six months ago, the hon. Member for North Cornwall (Mr. Tyler) would have liked to have been a Minister telling the farmers in north Cornwall or Dorset, "We have this...

Oral Answers to Questions — Foreign and Commonwealth Affairs: Foreign Language Services (15 Jan 1997)

Mr James Spicer: To ask the Secretary of State for Foreign and Commonwealth Affairs what discussions he has had with the BBC World Service about reductions in foreign language services in the next financial year. [9246]

Oral Answers to Questions — Foreign and Commonwealth Affairs: Foreign Language Services (15 Jan 1997)

Mr James Spicer: I thank my right hon. Friend for the increased grant to the World Service of the BBC this year and, incidentally, I thank him and my other right hon. Friends in the Foreign Office for the increased grant to the Westminster Foundation for Democracy. Does he understand that the BBC World Service holds a unique position and that we all take pride in its work? Will he give an undertaking that, in...

Oral Answers to Questions — Defence: Armed Forces (Manpower) (14 Jan 1997)

Mr James Spicer: My hon. Friend will know that, for many years, the Junior Leaders regiments provided not only quality but quantity to our armed forces. Can he inform the House when a final decision will be made to reinstate them?

Bovine Spongiform Encephalopathy (16 Dec 1996)

Mr James Spicer: Will my right hon. and learned Friend accept the thanks of the farming community, both in my constituency and in the west country as a whole, for the way in which the herculean task of dealing with more than 1 million cattle so far has been tackled and especially for achieving a figure of more than 60,000 in the past few weeks? Does he agree that the hon. Member for Edinburgh, East (Dr....

European Council (Dublin) (16 Dec 1996)

Mr James Spicer: That is unreasonable.

Business of the House ( 5 Dec 1996)

Mr James Spicer: May I ask for my right hon. Friend's help? The right hon. Member for Manchester, Wythenshawe (Mr. Morris) and I are both advisers to the Royal British Legion. I understood that the Central Advisory Committee on War Pensions had approved of the changes, either yesterday afternoon or today. In view of what has been said today, it is now my intention to go—with, I hope, the right hon. Member...

Points of Order ( 4 Dec 1996)

Mr James Spicer: On a point of order, Madam Speaker. The House noted with concern the demonstration that occurred yesterday, but it was with far greater concern that we noted another factor. We have seen demonstrations over many years, but we have seldom seen a demonstration that has had the support of Members within the Chamber. You made your views known very firmly, Madam Speaker, and I wonder whether those...

Uniform Business Rate (Dorset) ( 4 Dec 1996)

Mr James Spicer: Is there not another factor in any system that is based on rental values? Many empty shops are owned not by individuals but by property companies. Those companies have the premises on their books at a book value that is kept artificially high because they keep their rental asking price high. To what extent is that taken into account on valuation? No discount seems to be allowed for the fact...

Local Government Finance (27 Nov 1996)

Mr James Spicer: My right hon. Friend will know that the departure of Bournemouth and Poole from the county of Dorset reduces the population and the income by about 50 per cent. He will also be aware that last year the Liberal leader of our county council, who was begging that we should establish a rural county council, gave a 100 per cent. assurance to the Minister of State that he would institute the most...

Windfall Tax (21 Nov 1996)

Mr James Spicer: Directly on the question not of inward investment into Britain, but of British investment overseas, my right hon. Friend will know better than most hon. Members the expertise that many of our privatised companies have built up. They go out, do the consultancy work and spearhead jobs for other British companies overseas. Does he think that those consultancies, which do not bring in a vast...

Interpretation (18 Nov 1996)

Mr James Spicer: My recollection of the debate and discussion that took place when Lord Cullen was invited to set up the inquiry is that there was general agreement on both sides of the House that no one would move until the inquiry had reported. Somewhere along the line, someone—the Opposition parties in particular—lost sight of that agreement, and came out with a decision in advance of the proposals.

BSE Crisis (13 Nov 1996)

Mr James Spicer: It would be easy simply to say that I agree wholeheartedly with the views of my right hon. Friends the Members for South Norfolk (Mr. MacGregor) and for Bridgwater (Mr. King), which the House has already heard. I could then sit down, but that is no way for a politician to behave. Given the opportunity to sound off and to reiterate exactly what they have said, that I must surely do. I am...
