Oral Answers to Questions — Regional Development (Ministerial Responsibility) ( 9 Apr 1964)

Mr Donald Wade: Is the Prime Minister satisfied that there is adequate coordination between the different Ministers and Ministries concerned directly and indirectly with regional development? If he is not, what does he propose to do to ensure that there is better co-ordination and, in particular, that conflicting policies are not pursued?

Business of the House ( 9 Apr 1964)

Mr Donald Wade: Can the right hon. and learned Gentleman say when is it intended that the Committee stage of the Resale Prices Bill should be resumed?

MR. John Williams and Family (Entry Permit) ( 9 Apr 1964)

Mr Donald Wade: Further to this point of order. May I ask you, Mr. Speaker, to answer this one question for the guidance of the House? I understood that in the precedent which you quoted the person in question was in danger to life and limb. In this case we know that the person concerned has been classified as coloured. Is it necessary for the House to prove that he is in danger to an extent similar to the...

Oral Answers to Questions — Home Department: Murderers (Release on Licence) (16 Apr 1964)

Mr Donald Wade: asked the Secretary of State for the Home Department what steps he is taking to ensure that when a prisoner serving a life sentence for murder is to be released on licence a thorough medical and psychological examination is always made immediately prior to the proposed date for release.

Oral Answers to Questions — Home Department: Murderers (Release on Licence) (16 Apr 1964)

Mr Donald Wade: Would not the Home Secretary agree that the general public is very disturbed when it hears of a prisoner who has been released after serving a life sentence for murder and who then commits a similar offence? One cannot explain it away by saying that there was a medical examination before release. I wish to be constructive. Does not a recent case demonstrate the need for very much more...

Business of the House (16 Apr 1964)

Mr Donald Wade: Can the right hon. and learned Gentleman say when a debate will take place on the White Paper on Monopolies and Restrictive Practices?

Resale Prices Bill: Clause 5. — (Power of Court to Exempt Classes of Goods.) (21 Apr 1964)

Mr Donald Wade: I beg to move Amendment No. 54, in page 4, line 31, to leave out "Restrictive Practices Court" and to insert "Monopolies Commission".

Resale Prices Bill: Clause 5. — (Power of Court to Exempt Classes of Goods.) (21 Apr 1964)

Mr Donald Wade: As you have said, Mr. Blackburn, there are a number of other Amendments which may be discussed with this Amendment. They are Nos. 55, 60, 62, 63, 65, 67, 68, 124, 132, 133, 134, 143, 144, 148, 149, 150, 151, 155, 156, 157, 158, 159, 161 and 165. Perhaps it is unnecessary for me to read out the Amendment in full. I am not sure whether this is a record, but it is the first occasion on which I...

Resale Prices Bill: Clause 5. — (Power of Court to Exempt Classes of Goods.) (21 Apr 1964)

Mr Donald Wade: Yes, I do. The Minister said, In looking at this problem we must clearly separate questions of safety and health, which are dealt with under existing legislation affecting all these products, from questions of price through resale price maintenance. There are very important differences which we must keep clear all the time in our minds."—[OFFICIAL, REPORT, 24th March, 1964; Vol. 692. c....

Resale Prices Bill: Clause 5. — (Power of Court to Exempt Classes of Goods.) (21 Apr 1964)

Mr Donald Wade: Anyone making an application would naturally have to state the grounds for the application. Once the case has been stated, I do not think that the problem of the burden of proof would be very important, because it would be considered by the Commission and obviously the case would have to be stated first by the applicant. I do not think that the feeling of guilt would arise. One of the...

Resale Prices Bill: Clause 5. — (Power of Court to Exempt Classes of Goods.) (21 Apr 1964)

Mr Donald Wade: If the hon. Member had followed the Amendments—and I recognise that to study them all requires careful thought—he would find that the procedure would be as follows. If the Commission decided that a case was made for the continuance of resale price maintenance, the Commission would so recommend. All that would then be required would be approval by the Minister. It would then be effective.

Resale Prices Bill: Clause 5. — (Power of Court to Exempt Classes of Goods.) (21 Apr 1964)

Mr Donald Wade: The hon. Member has not studied the Amendments.

Resale Prices Bill: Clause 5. — (Power of Court to Exempt Classes of Goods.) (21 Apr 1964)

Mr Donald Wade: Can the hon. Member deal with a somewhat narrower point? Will he agree that the Restrictive Practices Court presumably can only make an order or not make one? In other words, it can say only "Yes" or "No", whereas the Commission could say, "We recommend the continuance of r.p.m. until certain ancillary matters of health have been dealt with". There would be more discretionary power, which I...

Resale Prices Bill: Clause 5. — (Power of Court to Exempt Classes of Goods.) (21 Apr 1964)

Mr Donald Wade: What about the net book agreement which was dealt with by the Monopolies Commission? Surely because of that precedent one could argue that it would be appropriate for the Monopolies Commission to deal with similar issues?

Resale Prices Bill (21 Apr 1964)

Mr Donald Wade: I do not think that the hon. Gen leman appreciates the procedure at all. If the Commission decided that a case was not made out, that would be the end of the matter. If it recommended that resale price maintenance should be allowed to continue, it would require the approval of the Minister. It is not a question of a second opportunity, now do I think that it would raise political issues.

Resale Prices Bill (21 Apr 1964)

Mr Donald Wade: What is right for the Liberal Party evidently is not right for

Orders of the Day — Resale Prices Bill: Clause 5. — (Power of Court to Exempt Classes of Goods.) (22 Apr 1964)

Mr Donald Wade: I think there are serious practical objections to adding to the number of criteria, but the arguments which have been deployed in this debate add, I think, to some of the observations I made yesterday. The Committee has decided that these applications should go before the Restrictive Practices Court, and legal interpretation will, therefore, be placed upon the wording of this Clause 5, but I...

Orders of the Day — Resale Prices Bill: Clause 5. — (Power of Court to Exempt Classes of Goods.) (22 Apr 1964)

Mr Donald Wade: When the right hon. Gentleman says that there may be a gap, are we to gather from that that an Amendment is to be tabled on Report?

Oral Answers to Questions — Industry, Trade and Regional Development: Company Names (Registration) (30 Apr 1964)

Mr Donald Wade: asked the Secretary of State for Industry, Trade and Regional Development (1) what reply he has given to representations from the secretary of the Huddersfield Chamber of Commerce with regard to the approval by the Registrar of Companies of the use of the name Huddersfield in the title of a company whose registered office is not in Huddersfield and which has no existing connection with...

Oral Answers to Questions — Industry, Trade and Regional Development: Company Names (Registration) (30 Apr 1964)

Mr Donald Wade: Is the Minister aware that the Registrar of Companies authorised the use of the name "Fine Fabrics (Huddersfield) Limited" by a company in no way associated with Huddersfield, and is this not liable to be misleading? If there was an oversight on the part of the office of the Registrar, what remedy is available to firms in Huddersfield to object? On the general principle, is the hon....
